The County Administrative Board is an important coordinating link at the interface between the state, region, municipality, business sector, and individuals. The County Administrative Board works to ensure that national goals are implemented in the county, while taking regional conditions and prerequisites into account. This includes balancing important societal interests and resolving goal conflicts. The County Administrative Board has a broad and multifaceted mandate in terms of tasks and subject areas. The agency's main tasks include permit assessment, supervision, knowledge dissemination, and coordination within many societal areas. Approximately 230 people work here, and our head is the County Governor.
If you are interested in societal issues and want to contribute to the development of Värmland County, you may be the right person for us.
Description
Do you want to work on societal development and contribute to increased labor market integration for third-country nationals? Do you have experience in strategic and operational communication, and thrive in an environment where collaboration, structure, and creativity go hand in hand? Then you might be the one we are looking for!
The County Administrative Board is the project owner of Yrkesväg 2.0, for which we are now seeking a Communicator.
The position is located within the HR, Communication, and Service unit, and the project is driven by employees in the Social Sustainability unit.
About the Yrkesväg 2.0 Project
Yrkesväg 2.0 is an EU-funded development project running from September 1, 2026, to June 30, 2029. The project is coordinated by the County Administrative Board of Värmland and funded by the Asylum, Migration and Integration Fund (AMIF). The purpose is to create clearer educational pathways and strengthen labor market integration for third-country nationals.
The project takes place in close collaboration with 9 municipalities within and outside Värmland, as well as central project partners. Together, we are developing new working methods, approaches, and forms of collaboration to improve language development, educational progression, and matching with employment.
Two coordinators, a communicator, an economist, and an administrator work within the project.
Responsibilities
- Plan, implement, and follow up on communication efforts related to the project's goals.
- Act as editor for the website www.yrkesvag.se.
- Create content in the form of text, photos, and video adapted to different target groups and channels (web, newsletters, social media).
- Provide communication support to project coordinators and project partners.
- Ensure that the project and EU co-financing are visible according to current guidelines.
- Contribute to internal communication within the project, the agency, and towards collaborating municipalities.
As a communicator, you play a key role in highlighting the project's purposes, activities, and results. An important part of the project is the strategic dissemination of the project's experiences and results. You are responsible for both the planning and production, as well as the follow-up of communication efforts. The work is both strategic and operational, and takes place in close collaboration with project coordinators and partners.

We are looking for someone who has:
- A university degree in communication or another relevant field, or equivalent experience assessed by the employer as comparable.
- Experience in identifying, interviewing, and highlighting personal stories that illustrate societal development, method development, or operational results.
- Experience in communicating results, effects, and societal benefits to decision-makers, authorities, and funders.
- Experience in independently planning, producing, and publishing video productions for web and social media.
- Documented knowledge and experience of web publishing in Sitevision and WordPress.
- Very good ability to express yourself verbally and in writing in Swedish and English.

Meritorious if you have:
- Experience working in project form, especially EU-funded projects.
- Experience from public sector operations.
- Experience communicating within labor market, integration, or education issues.
We are looking for someone who is proactive, independent, and structured. You have good collaboration skills and a consultative working style, while being receptive and unpretentious.
